Why can the drum turn without heat?
An electric dryer needs power for both the drum motor and the heating element. On some models, the motor can operate even when the heating side has lost power. A problem with the heating element, thermostat, temperature sensor, thermal protection device, wiring or control can also interrupt the heating cycle. A blocked vent can reduce drying performance and contribute to overheating.
The symptoms matter. Tell your technician whether the dryer has no heat at all, heats only sometimes, takes multiple cycles or displays an error code. An error code helps guide testing; it does not, by itself, prove which part has failed.
